Steps I had to do running an Ubuntu Rescue System to chroot into a dysfunctional Debian Wheezy (didn't want to boot anymore).

# prepare mount points
mkdir -p /media/rotten
mount /dev/sda3 /media/rotten
mount /dev/sda1 /media/rotten/boot
mount -o bind /dev /media/rotten/dev
mount -o bind /sys /media/rotten/sys
mount -t proc /proc /media/rotten/proc
# go!
chroot /media/rotten /bin/bash
